We are in need of a manufacturer who can supply complete spoke wheels with the following specification:

Tires, 3.25-20 or similar standard size
Rims, anodized alum. or powder coated steel, wide enough to accept stated tire sizes
Spokes, stainless steel, heavy duty
Hubs, anodized alum. or stainless st. drilled flange for fitting brake disc, with 2 std, industrial bearings having ID of 20 mm for matching with 20 mm OD steering stub axle

Above items could be typical MTB, moped or rickshaw off the shelf parts supply house.
